以下の2つの文を関係副詞whenを用いて繋いでみましょう。

The time will surely come. 「その時は、きっと来るでしょう。」

まず、2つの文の同じものはThe timeとthenです。

thenは副詞で先行詞The timeが時に関連する言葉なのでthenを関係副詞whenに置き換えます。

そして、whenが先行詞The timeの後ろにくるように2つ目の文when we will travel to the moonを繋ぎます。

よって、文を繋ぐ手順どおりに繋ぐと以下のようになります。
